Idle speed definitely a good place to start...
As for the choke... when you pull the cable, the jets (little black things on the very bottom most part of the carbs) get pulled (pushed I guess) down. Look under there and have an assistant pull the choke so you can see what happens. Then have said assistant push the choke back in, and see if them jets go ALL the way back up. Then try to push them up manually... if they move at all, your choke is staying party on. If thats the case, your fuel mileage will suffer.
I'm banking on that you have to learn to live with an engine that runs well. Check idle and choke, then get used to it.
