Gregg, shame on you. The reason Europeans have such good lights is that they can get tickets ($$$) for improper aiming of lights. If done correctly, Ecode lights have less glare than DOT lights for oncoming drivers. Try driving my car one night and you too will switch. My wife wears glasses and always complained about "night vision" until the road became illuminated again.
You're right about the creast of the hills, but that is short in duration. The Citroen SM is the car that allowed lights to turn, but only in Europe, not US spec.
My beef is with SUV's with the new white lights. They start too high and never get adjusted by the owners. How come Euro models have switches in the car to raise/lower lights on the dash board?
