I'm not sure you can conclude the IAC is OK, just because it isn't clogged with oil/sludge. My 3-pin 501 valve looked about the same, but wouldn't spin when I rotated it on its axis. After cleaning, it readily clicked its endstops when rotating it, and my problem was fixed when I re-installed it (hesitation during transition out of idle).
I think I would do things in order of ease: check that the TPS is working consistently (ie. not intermittent in the idle position).
If the switch is fine, I'd do the IAC. I believe that yours is the spring-loaded 2-pin valve; you may find a recent 516 valve cleaning post I did helpful.
Ideally, you would clean the throttle body at the same time, if it hasn't been done recently, although you could re-assess your problem before doing so. I'll always be doing both of these at the same time, in the future.
