Another Emissions Results Question

I know the archives are already littered with these questions, but I couldn't gain any insight on my situation by searching them so here goes:

'89 765 Tic, runs well, no major warts (that I know of right now) but I did run the car in without any prep. Just made sure it was warmed up.

MD Emissions Test is a dyno test up and down the speedometer under load. I passed, but everything was close to the limit.

HC: Limit 1.4 gpm Result: 1.0255 gpm
CO: Limit 30.0 gpm Result: 6.1795 gpm
NOX: Limit 2.5 gpm Result: 2.0924 gpm
CO2: Limit N/A Result 387.6 gpm

At the last test two years ago, all of these numbers were a factor of 10 less, including the CO2. Does anybody have a handle on how everything can be up by a factor of 10? I'm all ears....
