I would suspect the engine viscous fan clutch. If it was the board and a bad signal it would be the same wheher your running or idling. It sound like a real cooling problem, and since it's fine at highway speeds, then the fan is the likely problem. It could also be a blocked or poorly flowing radiator. Look at the radiator for hot spots, especially at the lower portion where most of the build-up over the years settle. If the car has over 150k miles and 10 years, I would replace the radiator anyway.
