'Flapping' Noise inside dashboard

This is a weird, though probably innocuous, problem. When I get my 940 on the highway, between 60 and 70 mph I can hear a loud "flapping" noise from inside the dashboard. It is coming from way in the front near or inside the defrost vents. The noise does not respond to switching the "external air vent" blower fan, heat or AC. It just flaps. It sounds a lot like when you stick a bit of plastic into a fan...

My suspicious is that it relates to the vent up between the hood and windsheild. It seems to get worse if I am being hit by a crosswind, but I can't be positive (hard to test this)
