'Flapping' Noise inside dashboard

The windsheild trim strip is intact and well secured.

If something in trapped in the blower fan or duct shouldn't it change when I switch the fan to full or off? That has no effect. Whatever is causing it related to the speed that I travel on the highway. It's not always there and does not always happen at the same speeds...

Checking under the cowl panel would require removing the fenders wouldn't it?
