I've been through this hoop, many years ago with a '69 142 that I was running low on fuel (had to lighten the load, doncha know!) during an autocross. If you're running the stock dual SU carbs, one of them can run out of gas before the other. This will sound and feel much like a rev limiter kicking in, because you essentially kill two cylinders when the one carb goes dry.
