I have had a couple of those rubber couplings that were COMPLETELY loose from
the metal but stayed in place and operated OK for months. This is not to say
that you should consider a broken one safe, but on my 69 164 I had a LOT more
trouble with the walnut-sized 4-ball U-joint. It finally left me completely
without steering once. I finally replaced it with a mini-U-joint from a VW
steering shaft that managed to fit the column spline perfectly. Pretty hard
to get in there to tighten the pinch bolt under the brake booster though.
I did have to weld in one section of shaft.
