At the D+ terminal, the 9 volts is OK. The 12 volts at the B+ is a problem. It should be around 14.5 volts.
No battery light means that the alternator is charging. For some reason the voltage regulator seems not to be working correctly. It acts like more voltage would be a overcharge.
See if there is a voltage reading between the B+ terminal and the positive battery terminal. Methinks that a damaged wire from B+ to the starter (route for the charging current) might be the problem, and that wire (under the engine front) is subject to damage.
