pulsating brakes 120-130

Trying to get Dinero back on road, latest problem is brakes. 1968 with Wagner/ self adjusting system in back, dual circuit with Lockheed booster.

There is a pulsating/ grabby feeling, that just won't go away. Braking system was completely redone during restoration, less than 2 miles total driven on car with new brake parts.

Front discs were resurfaced, metal thickness still within tolerance. Pads in front good, but not new.

All hardware in rear is new, including drums, shoes, cylinders.

One of the brake cylinders was defective (leaking) so we replaced that, some brake fluid probably got on one of the shoes.

Master cylinder had been taken apart, painted, and reassembled. My expert mechanic with LOTS of experience on Amazon brakes thinks the problem is coming from rear brakes, not front.

Brake booster hooked up correctly, brake lines bled, I'm running out of ideas on how to pinpoint/ correct problem. Any suggestions appreciated.
