I was hoping that circuit sequence would help people narrow down the possibilities. It shows that the Arrow Light is controlled by the relay, so there should be no need to get under the car.
Most likely the relay is going bad, and I know what a pain they are to access. You have to remove the "bin" above the ashtray. The 700/900 FAQ has instructions under "Relay and Fuse Panel Removal" here.
