Did you check the price on Bilstein HD's from Shox.com or a place like that? Or FCP Groton?
Right now, I am driving my 242T (original engine, not V8) and the power steering system is not hooked up, even though it is a power rack. I noticed a big difference in 2 different tires, and I think a large factor on steering effort is the tire width.
My winter setup was 15"x5.5" steel wheels, 25mm offset, 185/65R15 Gislaved tires. It was very easy to steer, it was almost like I got my power steering back. Ok, maybe not quite.
My 3 season setup is Turbo wheels, 15x6, 20mm offset, 195/60R15 some all season tire. While it is bearable to parallel park, etc, it is a lot more difficult.
Now, since you are using a manual rack (and manual balljoints?), it should be easier to steer than mine is. But what tire size are you running?
