2007 heater fan and resistor/control module XC90 2007

Am trying to help out my son long distance on this one. Appears that his 2007 XC-90 heater fan runs slowly and at a constant speed. Changing the fan knob position doesn't seem to do anything. Are we safe in assuming that the heater resistor/control module is the culprit and should be replaced?
In that regard, saw a YouTube video about removing the blower fan on a 2002 XC-90. Didn't seem like a difficult job but it called for breaking off one of the four fan housing lugs rather than what purportedly was a need to remove the dash if you didn't want to break off the lug. I am not a fan of breaking off the lug, and have not opened up the unit yet but is it really impossible to get to the lug and it's fastener with out removing the dash or just hard?
Any comments, advice and guidance on this one is appreciated. Thanks

Check the fuses FIRST. #1 on the driver's side by the door. #10 under the driver's dash.

The resistor and the blower motor come out as a unit. And there is nothing easy here:

Thanks Klaus. I always find your insight valuable. Fuses check out OK. Heat is present when vehicle is moving, I assume with the outside vent open (i.e. not just circulating cabin air). As I said before I am trying to help my son long distance on this one. I am in SE CT and he in upstate MA.
Anyway, more and more things lead/lean toward the fan being frozen or the resistor is bad.
He spent time on it yesterday and agrees that forth screw is next to impossible if not impossible. Again, is breaking off the lug the only answer short of pulling the dash. And, if that is the case, what is the trick/method to snap the lug without shattering or cracking the case? We both continue to study the video but more input and ideals from those who have been there is necessary and appreciated.
      Thanks again.

The only way to get that bolt is with the dash removed, and you don't want to go that route.

Obviously, one of the people did manage to break the case because he put in a new one. I suggest drawing the case down slowly to stress the tab and then pull harder. It will break, this is rigid plastic.

I would also replace both the blower and the resistor, no need to go through the procedure again for the blower. You can save the blower for when the new one starts making a lot of noise in 10 years :)

Not being on site makes it hard. But can one take a hacksaw blade or an exacto type knife to cut the tab or at least score and weaken it some in an effort to have it break where and you want it to?
Also, I wonder if you benefit on reassembly if you put some glue or epoxy on the case at the lug break to basically glue the lug back on. May be overkill and probably wouldn't have the same strength as original but it might be something. Then again it may be overkill or futile, just a thought.

The other 3 bolts will hold the blower in place without any problems. Glue? I wouldn't bother.

The problem with cutting is it is difficult to reach with anything that will work. A sharp blade will not cut the plastic, can't get a dremmel tool up in there, and no room for a small hacksaw blade.

Thanks for the additional comment. We are resigned to trying to snap off the lug. It makes sense that if you could get in there to cut or something like that you should/would be able to get to the bolt. Looking at replacements on RockAuto and other sites it does appear the third lug is not very far from the one you snap off so I can see that you should be able to get a tight fit and good seal with only three. In fact I believe several vehicles I have worked the heater motor on in the past only had three spaced about 120 degrees apart.
Current plan is to snap off lug and replace both blower and the resistor.
Thanks again for the dialog and discussion.
              Happy Motoring.
