Power Steering Pump 850 1997

This morning I started her up and the Pump was kind of "whinny". Hit the wheel left or right and gets louder. Popped the hood and removed the cap to check fluid level:
1- I first notice a little pop like the reservoir is under positive pressure
2- Notice the Fluid is kinda "Frothy" or Foamy
3- I notice some fluid in the surrounding area

Any thoughts?
