Timing Belt Failure?!?!! S70 1998

Wifes car, I pulled it into the garage last night. This morning I get in and start it up, starts but immediatly dies out suddenly. Won't re-start. When it turns over it sounds funny and almost catches but won't. Also ther is a slight rubber burning smell.
Is this an interference engine? If the timing belt breaks do valve meet pistons? Does it sound like a timing belt? If so how hard of a job is it?
