On 98s, the TBs are supposed to be replaced every 70,000 miles, and the tensioners every second TB change.
When they do break, just pull out that big, dull silver colored metal piece under the hood (the engine) and replace it with a good used unit!
But I'm not sure that's your problem. I don't know why it would smell like burning rubber if it were the timing belt. If it were one of my SAABs I'd say it sounds like a $850 repair (on my old SAABs there were three kinds of repairs...less than $100, $850 and over $3000.)
