why is my ignition timing At ~40 BTDC?!?! 850 1996

When the crank is at TDC, the cams should also line up with their notches.

If that lines up OK, check for vacuum line leaks all around the intake. I don't suspect the engine computer is at fault. More likely the intake at the TB is loose.
