why is my ignition timing At ~40 BTDC?!?! 850 1996

new coil...same results..
but question

When should the distributor's rotors be pointing at the #1 cylinder...
At the notches that one uses to line up with the cut outs...OR at the 0 degree marker up above the intake cam.

In other words where is the #1 cylinder at TDC? I still think my timing is all out of wack... :(
