That's probably unlikely, that would give you a CEL.
Check the large hose from the air cleaner to the TB for cracks. And the small vacuum elbow coming out of the intake manifold on the passenger side.
I wonder if you might be having a problem with the fuel pressure regulator... Does the car crank a long time at a cold start and is there then black smoke coming out of the exhaust, briefly? The FPR for 1995 was under the injector rail with a vacuum line going to the vacuum tree. My 1998 moved the FPR to the fuel filter area and the vacuum line for it went to the front of the intake manifold.
What happened with my 1995, fuel was dumping into the vacuum line and flooding the manifold.
