why is my ignition timing At ~40 BTDC?!?! 850 1996

Yes i found tons of vacuum leaks..a broken piece on the vacuum tree and the base o-ring on the vacuum tree was gone..
fixed all of those..now its worse
wont rev past 2.5k...
Im starting to think plugged cat..
