Thanks for the help to all who replied. Fortunately(?) I had it towed to the dealer because I had a hunch it was something I couldn't easily do myself. It's a jammed lock cylinder, and because it cannot be turned to position 1, it has to be drilled out. The worst part is they have to custom order the lock cylinder from Sweden and it takes a WEEK TO 10 DAYS to get it. So my car is dead for a whole week due to a simple lock cylinder. Don't you think with the number of cars they sell in the US Volvo could be setup to key a lock somewhere in the US? Estimate is $225 on top of the wait.
By the way car is a 96, with only 62K miles on it. We had no trouble with the lock at all until it completely failed on Saturday. And no, we don't have a lot of keys on the ring.
