Trial and error and I decided it was easier for me (large hands)to put the injector into the manifold first that way I knew it had sort of snapped in. Then I could get at the large (6842408) seal and push it down evenly into manifold. The issue with this process was that I then had to hold the fuel rail ( 3528216)spacer in place while putting the rail on top of all the injectors. It was easier to put injector into rail and then into manifold but I was not comfortable or able to get even pressure applied to the large seal.
