How long has the wiper been dead? If it doesn't get used much, the road salt can get to the post and corrode it enough for the wiper to freeze up.

I suggest spraying a little PBBlaster on the post so that it draws into the door panel, wait for a day and repeat. Then turn the wiper on and try moving the arm by hand, gently!
