The term "Stuffed" turbo??? V70-XC70 1998

Can you explain this: "however the third pulled the turbo off and found it was stuffed"

In my 16 yrs with Volvo, I've never once heard of that term and having rebuilt a turbo (mine), seeing it completely disassembled, I can't imagine how a turbo could be "stuffed".

With what, how and why?

All that goes through it is air (and some oil mist from the input seal which is normal). Tightening the front intake air tube clamp usually helps slow down the slight seapage seen dripping from the turbo but they do normally seap a bit still no matter what.
