Yes, the oil vapors get trapped by the 'cold' screen, eventually drying and hardening, causing the screen to inhibit the flow to the intake manifold. This will cause excessive crankcase pressure.
Now you need to get the engine warm and pull the dipstick and see if the 'smoke' still rises out. If it still belches out, you should consider pulling the manifold and replacing the oil separator box - or using a bottle of AutoRx. It is quite expensive.
