What's an E-code lens? 850 1994

Does anyone know if a car with ECE lights will pass various state safety inspections? Just wondering if the DOT considers ECE lights "legal" in this country. Just because something is better, doesn't mean it's "legal". I am sure we all can think of many more examples besides ECE lighting on automobiles... If I can not pass inspection with ECE lenses, I am not sure I would bother converting. Also, Arno makes a good point about reflectors. Is the ECE lens just half a conversion or the reflectors are the same in both setups?
