second rear fog light

That may work as a dummy break lights, but will not work as a fog light. Because it will look like you ariding your breaks all the time. The rear fog light is assymetric for a reason, if you change it, it will no longer be a fog light. You will simply be confusing your fellow drivers by making them think you are breaking. I think it is a really bad idea to make the fog light symetric.
