My 1990 780T has TWO rear foglights as stock, as do/did a lot of cars of that vintage. I find it highly unlikely that this setup is illegal.

Also, not to say it's right/wrong/suicidal to play brake-light games with aggressive drivers, but I've known people who have wired up their real brake lights to a switch... Both to flash and scare, and to shut off and screw up someone trying to follow you into a corner. (racing here, not street)
