At this point w/o actually looking at another '95 turbo to verify those EGR hoses, I really don't know what to say about that vacuum line situation now.
As for your 232 code, you found the vacuum leak and that's a very common hose too. Now, you can either try fighting the job of replacing just that elbow with an OEM elbow, probably stocked at your dealer OR you can do it the faster, easier way. I just bypass the original hose completly as it's much less hassle. The other end of that hose enters what looks like another vacuum fitting at the lower part of the large air intake hose right before it enters the turbocharger (large fresh air hose between MAF meter and turbo intake) and opposite that vacuum elbow is another sensor. Just run a piece of vacuum hose from the intake manifold (behind the PS pump) to where the other end plugs into that hose (remove that elbow too). That hose goes nowhere else. Just wire tie it so that it's now where near your throttle linkage and you'll be set. If you're the purist type who insists on having that elbow replaced, probably both ends too, then get the OEM elbows and try it but it's not exactly easy.
