Emissions air-pump fix $650?????? V70-XC70

The secondary air injection pump only runs for the first 2 minutes after a cold start. If you hear a whine long after that it wouldn't be the pump. However, right under the battery tray there is small cruise control vacuum pump that works all the time and may be the source of the noise but shouldn't cost more than $150 to fix. The pump is small but causes lots of noise if the battery tray is not properly installed as the vibrations from the pump travel through the tray to the car's body.
