This is a good application for a 12V Test Light. If the circuit is severely "starved" for current as it seems to be here, a Test Light bulb will show it by being noticeably dimmer, even though the meter indicates "all is well" with the +12V reading.
In some cases, the sensitivity of the meter can mis-lead you to a false conclusion.
