i got an obdII scanner for $20.- incl shipping from hong kong! works fine..
on the other hand not being able to pass inspection because of a CEL is a real pain, especially if the car is running well.

for the newer cars it should be law the manufacturer give you the info included in the sale price. then at least you have a choice to do something about it yourself or leave it to your favorite mechanic.
