why the 'Check Engine' light must be banned

Yes and ODBII has strict guidelines on what must be available through a standard port. There is NOTHING to keep manufacturers from having additional codes only accessible through their scanner or with their software. Can these custom codes trigger the CEL on their own...not sure but I am sure that they can trigger one of the ODBII standard codes which will then trigger the CEL...it means the indie can get legally correct but incomplete information.
