'72 145E thermal timer/sensor 140-160 1972

There are just wires dangling and a hole where the thermal timer/sensor for the FI is supposed to be. Car runs okay, 'cept rough idle when cold. Do I need this thermal timer or not neccessarily?
Also, heater valve is on HOT all the time. Seems to be seeping at fire wall, are these inter-related at all? Is there a way to fix the heater control valve, or just replace?
