15mpg sounds like something is pretty wrong or you are stuck in serious traffic every day.

After you have tuned up & made any repairs, the next step would be getting a good modified cylinder head with some good exhaust porting. Reducing pumping losses gives the biggest gains in fuel economy & helps with horsepower too.
