Just so we're straight on how this is measured...
First, we're talking about the diameter of the turning circle, not the radius.
If a car has a turning circle of 30 ft, this means that the outside of the right front tire (in a left turn) will describe a circle of 30 feet in diameter. Overhanging body parts (fender, bumper, etc) do not count. This was called a "curb-to-curb" measurement at one time, I don't know if that particular term is still used.
