One simple reason the dash lights won't work is if they've been dislodged from their holders. It's not too unsual for the amp light to come on with the wipers, unless it's instant and fully illuminated I wouldn't worry. Do you mean the winking light in the cluster doesn't come on with the swich, or the turn indicators themselves? If it's the former, again, check for dislodged bulbs in the back. They need to be grounded.
