Help with Ventilation System 200

Howdy. I have a 1990 240DL wagon and have a fan that never seems to shut off. The A/C isn't working (I need to put new fittings on and have it evacuated and recharched). From what I've read, this seems to be connected somehow with the fan never shutting off. Also, is there some sort of outside air valve that directs air into the vents? I shut the fan "off", but as I travel down the road, it seems that there is vent open directly to the outside and I need to turn the wheels on the vents inside the car to stop the airflow.
Any help would be appreciated.
