Fixed, Finally 120-130

You guys were right. The missing PCV valve was the culprit. I found the missing components and was going to put my B18 Flame Trap/Oil Box into the B20, but it doesn't actually fit. So, I used a bit of larger vacuum tubing to attach the B18 style PCV valve to the B20 oil box, removed the check valve and put in a new piece of 9.5mm vacuum tubing and Voila! Success. Car starts and idles fine. Revs well, behaves as it ought to.

I'll tell ya, I never would have guessed that the PCV system would cause so many problems. I was sure it was carb problems. Ken was sure it was the electronic ignition. It may have been a combination of all, but the PCV valve was the last piece.

Considering how important this bit is to the proper operation of the engine, where can I find a replacement/spare? Is this fairly common/stock sort of valve - nothing specific to a 1967 Volvo Amazon (I hope)??
