Did you get this resolved?

It's not likely to be your brake switch, because if its output isn't working, you also wouldn't have brake lights. The same output drives both the shift lock relay > solenoid and the brake lights. I think your Park position microswitch is most likely the issue. Here's a description of the complete shift lock functionality that may help.
