I don't believe you mentioned if this only hesitates under a load? Does it do it reving in neutral? If you can duplicate it standing still, I would put a timing light back on it and watch it while you rev it. Like everyone else, suspect timing. Also, 87 still had the wiring harness rot, is it original?
