Charging system problems....newbie needs help! 200 1986

Hi guys,
I'm the new owner of a 1986 240GL that I absolutely love. The only thing that would make me love it even more is if my charging system was working.
I've checked for voltage at the alternator and I'm only getting battery voltage (11.7 - 12 volts, depending on the charge of the battery).
So far I've cleaned the connections on the battery and the alternator. I've checked for voltage at the main connector on the firewall (both in and out) and at the alternator and have 12 volts at each location. One problem that I've noticed is that when I turn the key to the start position I only have the oil light and the fasten seat belt light that comes on. The bulb failure light does work, as does the upshift light and all turn signals and highbeam headlight. I don't know about the brake failure light or parking brake light since I've never had a brake failure.
I've read elsewhere that if the battery light doesn't work the alternator won't charge. I've pulled the little battery light bulb and it is still good. I'm just at a loss as to why it won't light up when I turn the key.
I guess my question is: If the alternator is bad (or voltage regulator) will that keep the light from coming on. Also, what would keep the other lights from coming on when I turn the key? Any help you can give me would be very much appreciated. I'm just starting out working on my own vehicles so please be as specific as possible. I'm trying everything to keep from taking this to the mechanic but I'm about at my wits end.
