Charging system problems....newbie needs help! 200 1986

Okay, here goes....
Tonight I did the following:
First of all disconnected the small wire going to the alternator and took it to ground. This seemed to be the easiest of all tests so I did this first.
The result is that when I put the small red wire to ground (with ignition key on) ALL of the missing lights lit up, just as they are supposed to do.
After this I then did the checks that sdewolfe provided. The #13 fuse is good. The circuit between battery and #13 fuse is good. According to his instructions I was to hook the clip of my test light to the #13 fuse and then probe the D+61 terminal at the voltage regulator. When I checked the alternator I had a B+ terminal but no D+61. Since my voltage regulator is attached to my alternator I assumed he meant to check the B+ terminal on the alternator. Well when I did this the light did NOT light up but when I went to ground with the test light probe it did.
After all of these checks I again took my voltmeter and did a check at both the battery AND the alternator with and without the car running. Battery reading is: 12.5 volts (without car running) and 12.5 volts with car running.
Alternator reading with car running is also 12.5 volts.
Well this told me that my alternator is not working for whatever reason. Tomorrow if I can find a shop open I am going to have it tested and see if they can tell me if it's the voltage regulator OR the alternator itself. At least now I know that my lights bulbs are all good and that I have power going to them. Now if I can just figure out what's going on with it not charging.
I did pull the voltage regulator out of the alternator and the contacts were rusted BADLY. I cleaned them all up and then hooked up the wires (and grounded the unit) with no change. I thought that maybe the rust would be the problem but that doesn't appear to be the case. Of course it could still be an issue since what I know about charging systems you could put in tha thimble and have plenty of room left over.
One other point of interest....
When I was removing the alternator I broke the long bolt that holds tension on the belts. I had a can of blaster sitting on my bench but since the bolt was coming along pretty easily I didn't think it was worth walking over to get. Well now that I've broken the bolt I'm pretty sure I'll be taking my can of blaster to the junkyard when I get a replacement bolt for the one I broke. Oh well, live and learn and besides I need to get some lisence plate lights while I'm there anyway.
Okay, I'll be sure to update when I find out the condition of the alternator. In the meantime, if anyone has any other suggestions, I'm all ears.
