Pull the plugs and squirt a bunch of WD-40 into the cylinders, or kerosene if you like (penetrating oil). Leave the plugs out and let the car sit for 24 hours while the battery is being charged (line powered charger). Disconnect the charger and try to start the car with the ignition key in short bursts. If the cause of the lockup is cylinder flash/surface rust, this should break things loose. Install the plugs and start the car. No need to worry beyond that, but just let it run at idle for a 1/2 hour or so to finish cleaning the rust off the bores. Follow up with a much needed oil and filter change!

Had the same issue with a freshly rebuilt 280Z (L28) that sat for 2 years before installation.
