engine seized 200

I tried turning it both directions. It won't even budge either way. The exhaust manifold has been attached to the engine the whole time, but no exhaust. Would installing the distributor have any effect on this? The replacement engine that I'm using is from a late '80's 740. I used the I shaft from the old 240 engine. When I put the I shaft in, the engine was still turning over just fine.

Another thing is that I still don't have the timing belt on the engine. When I went to put on the new timing belt the other day was the first time I noticed that the crank wouldn't turn.

Thanks!
Dave
