Probe the output of the Hall Effect sensor with a DVM. Don't try to check resistance of an Hall Effect device; the battery in the meter can damage the sensor. Turn on the key. Pass a feeler gauge or pocket knife blade through the slot of the sensor. It should go high when the slot is blocked by the feeler gauge. If the sensor changes state it should start the vehicle. It may still have a problem breaking down under load that would cause misfires but it the engine should start. If it does not change state, replace it again.
