I don't know what it could be, if you are sure all the items you mentioned are in good condition.
I remembered a couple more of the things done to the race car I described, both of which might be relevant. It had 15" steel wheels from a Dodge of some kind---no later than mid 60s---same bolt pattern and a wider rim, and the original steering box was replaced with one from a 444, which has a much higher ratio (quicker, heavier steering) The steering box might well be it---I've read descriptions of early Ferraris that drove like trucks at low speed but had steering that was perfectly weighted at 80 MPH and up.
