What are you using for a schematic?

Your problem doesn't start to make sense with the 89 740 wiring greenbook.

89 740 info:
Fuse 14 is for Pwr door mirrors/cig lighter/radio and tailgate wiper
Does that stuff work in your car?

OD fuse is Nr 4
Windows fuses Nr 7/8/9
Don't have info on pwr roof/seats at all.

Re read the part about getting the Volvo wiring Green book for your car. :-)
