The Polish website doesn't have a print for the 1990 700 series, but the 1989 print shows that fuse 14 feeds the power windows, and also feeds connector 15/4 to the relay tray, where it feeds the OD relay.

Have you pulled the relay tray - could be a short in/under the tray or at the connector.
